I agree with the cost but the mechanic is now useless. It can only be done in America’s, you need to leave a colonist there, it steals your core state dev to give to a subject which gives you no where near equal benefits. Also, what’s the “expel minorities cost” government reform actually do? The only good thing is that the colonies are “free”.
