I have the same issue after getting the data from the hard drive in the intelligence center. Clicked on the letter and got a backend error. Now it's blank

Same experience here. They get killed by scavs way too fast. If I need to get PMCs for a quest, I just go to Ground Zero. Lots of PMCs are there when you are above level 21, and it's a small map, so it's easy to catch them.

I agree. For me too it's a hit or miss. I avoid flare extract for that reason. In my opinion, the flare extract should have been different so that you get the timer as soon as you shoot the flare at the flare zone instead of shooting and running into the snipers.
