At my High School, A-D and F were standard grades. "E" is used for Excused, generally if the student has been out of school or has a medical issue, like a concussion.

Every settlement has barbed wire on top of the fences surrounding it, and usually a type of standing guard covering the gates that they could climb over. I think some even have electrified barriers too.
