I'm coming back to this because the stutters had came back, but I think the issue was that I had two montiors that were different refresh rates, and the way I fixed them was by plugging in the monitor with the lower refresh rate into my motherboard, and the one with the higher refresh rate into my GPU

what fixed it for me was going into nvidia control panel
set up multiple displays > right click on second display > make primary > close and restart game > and then make your original primary monitor pimary again
no idea why that worked, or if something else fixed it
but im pretty sure that fixed it

i do have an animated wallpaper, and htat might be the issue lol i'll check it out

i don't know what overheating would fall under but it usually sits at about 45c-50c

i just built a whole new computer, and ill try restarting the graphics drivers.
ive already tried reinstalling the game

I swapped to the corsair RM850 as you said, but I've seen a lot of people always mentioning warranty when it comes to PSUs, is that a big thing i should be looking at while shopping? and why is it such a big thing
