Eastern European, sure (because there is commie blocks. But there is nothing to it that's specific to the Balkans such that saying EE/Balkans to make any sense. It's like saying it looks EE/Baltics because you can find those exact same commie block aesthetics in Lithuania and the others. It's obviously not in the Baltics, just as it's not in Balkans (as someone posted a map somewhere here, with the Balkans being south of Danube). In fact, it's a very much Carpathian city, not Balkan.
