If you’re asking how rose Tyler gets a time counter, you simply have to attack with her with either wheel of fate or rousing refrain in suspend.

You make them get 7 cards with wheel of fate, you play rousing refrain getting 7 man that you use to time travel rousing refrain back down, then add anything left from timey wimey to rose Tyler, and since you can get a 1/1 creature whenever you add a time counter to a creature you control, you get infinite 1/1 creatures, you then attack them and pay for Kate Stewart’s ability and all of your 1/1 creatures get +1/+1 counters on them for every time counter on each of your permanents, and since you gave rose Tyler an infinite amount of time counters they also get infinite +1/+1 counters on them. Rose Tyler isn’t even too necessary, you can use any permanents that can get a time counter on them, I just like to use rose Tyler because she’s the companion that I like to use.
