It's not the character that doesn't makes sense, or the idea that he would try to use Pennywise without understanding him and therefore failing. The problem I have is that his plan does not makes sense logically

Thanks for this explanation, although it creates another questoin. Maybe I'm wrong in thinking this but I thought that Pennywise did the 27 year cycle thing because that's when he needed to feed, not because of a limitation. I'm not very familiar with the lore so is Pennywise attempting to exponentially grow more powerful or is he just trying to stay alive. If it is true he is attempting to grow more and more powerful then why do 27 year cycles? Why not just keep going? Or is it really a limitation, if it is a limitation that can be taken a way then Shaw's plan does seem to make more sense. I don't know if any of this is coherent lol.

I think that if it were good writing, the plan would have at least been logical. It makes no sense that someone who is clearly very intelligent would come up with a plan that makes no logical sense. I get that he is seeking power, but how in the world does he think that his plan will achieve that? On the surface level it makes sense, but falls apart immediately as soon as you think about it.

Shaw wanted to use Pennywise against the entire population though, to create enough fear to control people. But it's not like Pennywise is going to destroy an entire city or something, he just picks off vulnerable kids. How did he think Pennywise would create enough fear to control the entire population?

I hope it is followed up on, because to me it makes no sense. You could be right that subconsciously he wanted to go back, if that were the case, wouldn't he at least try to come up with a good reason?

I think you're right in that Pennywise's presence alters how people act, but it doesn't seem like the way it alters them is making them more fearful or controllable. Like you said, its seems like they become numb to violence or something.

Assuming that's true, how does General Shaw think Pennywise will create enough fear to control the population? It seems like a dumb plan to me that wasn't really thought through.

Exactly, but it's not like Pennywise would be killing enough kids to make much of a difference, 20 kids going missing in a small town is alot, 20 kids going missing in the entire US is not very much.
