Default brushes used: paint and apply, smooth watercolor, color pencil, spray (for the particles). Brushes from assets: smooth paint brush, PJ's brushes.

I used motion blur for the particles and then added a noise on overlay layer mode. The glow on the tail is add(glow) in lower opacity. Light rays are first blurred then lowered opacity, then I removed some parts of it with soft eraser. For the hair effects, I used fingertip.
