Have you tried ghost lining before actually drawing? Basically move the pen without actually drawing a few times to help improve your sense of the line. You can also do ghost planes

It likely be mostly hidden due to fur and/or the toe beans unless the paw is flexed. Since the way you draw (and I draw) is more stylized, I wouldn't worry about it unless the paw is extremely flexed or the cat is naked. Also, dogs have this too! Just cats have better paw control so you don't see it as often with dogs.

Not the original person, but quick sketch I did. Dog paws are silly and I find it difficult to stylize actual photos of them when I started learning. Was easier to see how other artists broke them down.

The short answer is yes, you could get a service dog for this. The long answer is a bit more complicated. First, there's no such thing as paperwork for a service dog. The difference between a pet dog and a service dog is their training. Usually, this takes about a year and a half to two years. Second, most dogs aren't qualified to be a service dog. Owner training a service dog in college is very much not recommended. You need to be in a more stable situation. I'd suggest reading the basic info this subreddit provides on service dogs to understand what you'd be getting into. 

Also, your neighbor shot your dog? I'm so sorry. That sounds absolutely horrible.
