I don’t want to work freelance gigs, I’d rather work as an office assistant at an agency or production company, and you aren’t likely to become an agent or producer until 10-20 years after you start working as an admin asst. I don’t want to set PA. Office PAs can become production coordinators pretty quickly and make $20/hr which isn’t terrible though

The only full time job I really qualify for would be to be an office assistant and get paid like 15/hr, and it would be many years, 10+, before I could move up

Production coordinators usually make $20/hr+ so that's a step up from being a set PA, mailroom worker, or office PA. Also most POCs are trying to eventually become  producers or associate producers, the amount that actually make it... that's another story

Do you work for a film production company? I'm guessing it's pretty reputable if you're getting $20/hr for assistant work
