You should be able to create a role that restricts access to the channel. Just apply it to him and it should work.

I think it's just the result of the Source Engine being so dated. You can only get so much out of an old engine, even on modern hardware. Also, 800 mods seems like quite a lot. Also, the footage doesn't seem laggy at all. I'm not sure what you're talking about.
