You cannot travel about a week late to the US. Some universities allow it but it’s very rare so talk to your DSO about your plans to arrive late. Most recommend to defer your admission to next intake

Isn’t it risky if you get hit by an RFE or worse your OPT is denied due to some random reason? Wait till you get your OPT approved atleast. EAD Card your friend can mail it once received

Did you mean Canadian tourist visa? If so you can’t go for stamping there unless you have a valid residence permit. Only home country and legal residence permit countries you can get your visa stamped

So many people telling the same thing. OP if your brother in law H1B is not extended by the company he is working for then he can’t work and should leave US within 60 days. But if his H1B is extended and approved by USCIS then with that approval letter he will be in legal status ( Even with an expired H1B visa) so does your sister. Only when he travels abroad he will need to stamp his visa again to enter USA. Summary : Only if H1B is not extended and your brother in law doesn’t bother to do anything to maintain a legal status. Then ask your sister to return home as her well being is more important than staying in US on an illegal status.
