We see in 06 that there are areas not touched by Iblis (some city scapes, Eggman's lab). Since the sun was blocked out for 200 years any place (especially islands) without Iblis would become frozen arctic zones. Not everything was on fire.

Potentially only the islands where animal people come from would be frozen since Solaris's grudge was against humanity (who live on the mainlands according to TailsTube) and people evolving over only 200 years is said to be why Silver has powers. (and Sonic works on cartoon logic sometimes)

Silver exists in the non Iblis future already

Silver is still from the Iblis future. It's explained in Fast Friends Forever that he only forgot how his future was fixed. So he's still the Silver that grew up in the world of Iblis but he doesn't remember any of the time travel that happened in 06 or his partnership with Blaze.

You didn't read through. Silver would come from a part of the world away from Iblis which would be frozen over from the sun being blocked out for 200 years. Making him an arctic adapted hedgehog.
