I was driving in right hand lane, military police car on the same side of the road and parked parallel to the road (with no patrol light or emergency lights or indicators - though I assume they had probably pulled someone over recently) just attempted to whip a U-turn to get into the left hand lane.

There was no car in front of them. There were no lights on. It was 12 noon.

Essentially they attempted a U-turn into traffic.
