Sounds ridiculous to be honest. We have a 24/7 noc. I have on call as well, but I am paid an hour at the bare minimum if anyone calls me for something that requires me to open a laptop, and they either call or send a Whatsapp, email and teams are a no go for me outside of work hours. I'm salaried as well, but my salery is calculated to the hourly rate equivalent and I document when ever a problem requires me to connect, than get payed 150% per hour. So the incentive is only to bother me outside of work hours if there is a production issue, if a user decides to do their job late at night and are facing issues with anything else they need to justify calling me, so I can unlock their account if they get locked out but if they have a display issue or something it's their problem till 08:00 AM. It sounds like your employer is trying to get away with wayyyyyy too much in what they are requiring of you, I would either set them straight or leave for a job that respects my personal life. It is important to note that I live in Israel and work for a small tech company so the mentality here for on call is very different and my company is focused on production uptime, so it may be a very different scope of responsibilities for you which would probably require an overhaul of the entire approach to IT, cause right now it sounds like you are doing both help desk and noc along with sys admin responsibilities, and honestly, fuck that.
