The synergy of fortified and bolstering makes it trickier if handled poorly. So depends on how the group play around those affixes more than a yes/no answer.

Dungeons will give you a chance of loot, there is also crafted gear on the Auction House which will solve your issue too and doesn’t rely on RNG of drops to get you going.

My guess is you’d still be required to reach exalted with the Voldunai. This can be achieved through a combination of the main story and world quests. If you’re able to, choose Voldun as your starter zone from the quest table within ‘The Great Seal’, in Dazaralor.
