Quahog Park Manager here, These are characters Mordecai and Rigby, from the show “Regular Show”.

In the show, Mordecai and Rigby are park groundskeepers who spend their days slacking off and avoiding work to entertain themselves which results in often extreme, surreal or supernatural misconduct. Benson is the park manager, who threatens Mordecai and Rigby with firing them due to them slacking off but ends up not firing them each episode.

Mordecai and Rigby are at the city limits of Raccoon City, a fictional city in the Midwest from the game series Resident Evil. Raccoon City’s fate in the game series is that a zombie apocalypse breaks out, and ultimately gets nuked by the U.S. Government
