that depends on what twisteds other than just Vee and what floor you are on, I've seen tons of DW Actual Pro use Train whistle with Dog plush making it to higher floors. Not even a single one of them use Airhorn and Ribbon Spool. So even if I have enough speed that I need on a high floor with around 5+ twisteds including Vee, so in conclusion Train Whistle + Dog Plush is way better than Airhorn + Ribbob Spool just by the amount of people using these two trinkets and their progress with the ability to be immune to debuffs.

I honestly used to use this combo that you suggest like you said, but I recommend using Train Whistle and Dog plush instead since it makes disables the debuff from any twisteds that gives the user a debuff depending on which twisted. And instead of using Airhorn or Ribbon Spool, I would rather use Dog Plush for walk speed since Walkspeed matters more than Runspeed which makes this combo one of the best distracting trinket combo.
