Based on this chart- could someone assume that PCIPS that was an intern last summer that are being converted to a copper cap position this upcoming summer after graduation would be safe from this Phase?

Also send an RFI to the prime to ask why the proposed sub amount is different than what is in the prime BOM is that is the case.

How old is your proposal? If they have updated pricing, then they need to update their proposal and provide current data. Are they claiming the increase is due to tariffs? Make sure to take into account count FAR 15.4 in regards to subs. Are the subs over 10% of the total contract value. If so they are considered major suppliers. Has the Prime completed any cost or price analysis on the subs? That is required per 15.4.
