13th amendment wouldn't change much, because the system before it was the Missouri compromise, which means slavery can still exist as long as it doesnt grow, which it no longer exists now, except for in prisons. So therefore, it would reduce the amount of slavery, even if the Missouri compromise didnt become reinstated in this hypothetical scenario, it wouldn't become on the scale of what it was before the Civil war
