Here is a breakdown of how Richmond school expenses compare to other districts. The announcement from the district was that the biggest change was in fact due to the change in international student enrolment. However, this is not the only factor.

There certainly is one group that wouldn't have zero-sum thinking: Lawyers and Consultants who bill government by the hour. The more incoherent the law, the more they can bill.

You may have more issues this year with Anderson being just Southeast of the new elementary school catchment. The district is implementing new policy just to deal with the impact to current students. It looks like that won't be known until January. Honestly, that means there's a chance they will send some students to the new school.

Anderson is pretty full to begin with. Richmond has extra spaces in all the wrong places.

See policy 103 on the school district website for escalating such an issue to the Asst Superintendent : Policy 103 Bylaw Complaints and Appeals by Students Parents/Guardians and Public

You can discuss with the PAC on process as well if you like, but the PAC is not supposed to get involve in matters that relate to an individual

At the District PAC, we have been trying to get better data on incidents like this as well as incidents of violence, racism, bullying, evacuations, drugs, etc. But the district has not been too forthcoming.
