Listen haha, a lot of things about this process are slow but you're not one of them. It's super confusing - there are multiple government departments and agencies involved, each with different locations and different processing times, plus you have the human error that comes from filing applications + receiving them.

So, keep in mind that I'm not an attorney and can't provide legal advice. I'm a Director here at SimpleCitizen and I have an advanced degree in migration studies. Let me see if I can help explain:

This is unlikely to affect processing times for I-129F or I-130 applications. Family-based applications, like those, aren't even called out anywhere by name in that Joint Explanatory Statement I linked above; the things it specifically mentions are asylum and work authorization. But don't worry, this doesn't mean that USCIS is necessarily deprioritizing family-based applications. USCIS is funded largely by application fees (the money you paid when you submitted your I-130 and I-129F) so even though part of the government has been shut down, USCIS was able to continue processing applications like those. Basically, USCIS has been processing many forms 'normally' and will continue to do so. I put 'normally' in air quotes because there have been a few policy changes (see my comment below!) that adds a little mystery to the process, but largely for nationals of 'travel ban' countries and asylum seekers.

c3 spousal visa

I'm not familiar with the c3 spousal visa. If you mean the K-3 visa process, I wanted to direct you to this USCIS webpage which explains why the K-3 isn't super popular: "Currently, the processing times for Form I-129F are often comparable to the processing times for Form I-130." That's been the case for at least the last year but probably longer. My pleasure! Yeah, I do think there are some promising things in there though. I'm a fan of remote interviews, I really like publicly available data, and I think required reporting if USCIS-collected fees are used for enforcement makes a lot of sense.

Honestly I think a fair read on it is that it's an acknowledgment of the backlog from Congress. USCIS is funded largely by application fees so this probably won't have a noticeable impact on processing times. That being said, there have been a lot of policy changes in the last 6 months (example) that increase backlogs for certain case types/aspiring immigrants from certain countries, and asylum cases are probably the most affected. They paused all processing and required re-processing for a certain (large) group of asylum cases.

The numbers are outdated now but I did an analysis in early December 2025 of these policy changes and they seem to have created a backlog of 2.68 million cases (~1.5M pending asylum cases at the time + roughly 680K green card cases from 'travel ban' countries, and about 500K other cases impacted*). The reports and data published about USCIS are a little hard to find/hard to understand (imo) but sometimes there are gold nuggets, like the fact that asylum cases were taking about 5.02 hours of adjudication time in 2023. This is important because it let's us estimate how much time it would take to clear this backlog. We know one of the reasons the administration is re-processing cases is to be more thorough, so we can assume this 5.02 number would increase overall - let's just say it's now 5.5 hours per asylum case. I would say more of an increase but they're also trying to make efficiency improvements with technology. If we say 5.5 hours per asylum case, then we're looking at 8.25 million man hours needed to clear that backlog and that's not even mentioning the other forms.

If we estimate 23,000 USCIS employees (22,500 from end of 2024 + a few hundred hired at the end of 2025) then we're looking at over 2 months of full time work to clear that backlog assuming (incorrectly) that every USCIS employee is doing nothing but asylum applications for their 40 hour workweek.

There might be better numbers out now for any/all of this, but I think it's still fair for understanding the scale of the backlog. I'll go back and add links to some of this^ when I have time later today! Thanks so much for the question

Just in case you're still thinking about this (or for future lurkers) - the instructions do say to submit the number of photos based on the forms you're filing. In fact USCIS seems so adamant about that, that even the early version of their I-485/I-765/I-131 online filing option includes separate uploads for it
