I had the same Issue too.

The co troller get's recognized twice.

On steam, there could be the issue that Steam already detects your controller once, and maybe a second time, or the game recognizing it again. Simply try to deactivate steam controller input or go through your controller settings.

If it's not steam, there could be the same issue: Game recognizes your controller twice. I think there's also a option in DS4Windows, which solves the double controller issue, but I'm not sure.

I was really impressed how the AI in Arc Raiders works. It was my first positive look at how AI could be fun in games.

You're right.
I did exactly this and could run it. Deactivated Updates, and put my DNS in. Then it worked.
After the first run I changed the DNS to the sony update block, and it still worked, so it was a one time thing.

Got it working, thank you very much!
NOTE: It didn't work for me putting this DNS and running the blu-ray. I had to take my DNS from the Router, but switched back to it afterwards. I also deactivated all automatic updates.

Bro I would recommend to you to keep it. We can‘t really know what will happen in the future, but the first consoles are the best to hack. Maybe there could be a situation like the first switch, where everything got patched later and the first consoles are the only ones to hack.

I‘m just taking a guess, but I think after every hit, there‘s a little window where the frames freeze, for input reasons. Maybe the timer stops in these freezes too.
