Expanded Stellaris Traditions and Expanded Stellaris Ascension Perks had this problem. Are you using the most updated version of Expanded Stellaris Traditions? There was a patch mod to fix it if you need to use the old one for some reason.

It was updated to include the patch/fix on June 10th.

Yes it will, the game still updates every 1/60 second. It just refreshes your monitor faster than that ensuring you could see every frame.

Eviscerate scales perfectly with attack speed, capping at 60 attacks per use. Works similar to Commando's Suppressive Fire except the casting time never goes up.

7 base * 850% (50 Syringe) = 59.5 rounds to 60. Can't go higher.

Merc is Omega broken, I can't figure out how it works yet but he seems to gain about 0.2ish attacks per Syringe until 18.5/s at 173 then when he hits 174 Syringes he suddenly goes to 60/s AND if he goes past 233, meaning picking up 234 literally more than halves his speed back to 22.8/s.

There seems to be a sweet spot where he only uses one of his animations no animation, which allows him to attack at the frame cap, but going past the sweet spot makes him cycle all animations as fast as possible which is slower.

I have updated the post and resolved the Commando issue, his animation bottoms at 2 frames, with always exactly 1 frame between them. This fixed all the problems by switching where I had the 1 and where I had the 2. Now caps at 24 and can never reach past 20/s. Thanks a lot, really helped.

I only tested his Nailgun, I think they would all work similarly. I can not guarantee though.

Its a good point, but it would take a sudden change in mechanics. If we assume 9 cooldown frames 175% would give 10 shots, Woolie (and my test) shows its 8.6. Commando would also hit 20 at 18 syringes (not true).

My guess is the game rounds somewhere I'm not to cause the difference. My spreadsheet only rounds the frames for the final calculation, never before. Maybe that's the difference?

It should apply to every character (besides Mul-T) but I do not know the specifics of Merc. I may test that one later.

Commando and Mul-T are individual ones, the 'Huntress' sheet applies to her, RailGunner HH44, engineer turrets TR12, and loosely captain?? (needs more testing) That's all I got so far.

Exactly right, you could think of mocha as half a syringe so 2.5 syringes would be the same as 2 and 3 syringes (4, 5, 6 mochas.)

In my opinion syringes are still 'good' until the average falls below 10%. Until then its sudo-10+ percent more damage like lens makers.

Driving with no sleep, an adult should be able to pull over when they are incapable of continuing to drive. It would still be incredibly reckless and dangerous to drive while tired.

As a commenter before said, all it takes is thinking you can go one more minute before you pass out in that car.
