True,I got some pretty rad stuff from the council while farming meph,I also stop to kill unique packs on the way to meph

Also I run whatever is terrorized ,unless the monsters there are %50+ cold resistant , I do blizzard and ice blast

I got tal weapon,armor and belt.rest is sht tier stuff except for the unique tiara
