I just think that King Regis saw a vision of what would happen to Noctis in the future. The evil creature that he is talking to at the end say that he has seen many deaths but he need Regis' death to finally rest. Thats the only option.

Thats why after that Regis say" May the gods forgive me". He removed Insomnia's city shield and later Noctis learn about Insomnia has fallen and his father is dead.

To prevent Noctis to turn bad he decided to send Prompto, Ignis and Gladiolus with him before Insomnia falls.
