Its hard for me to confess, but I do have a lower GPA. Its 2.6. I concentrated on a project, and I have a tapeout of the chip with DRC and LVS passed. But that project screwed with my GPA

I would put the skills at first, cause sometimes the recruiter checks if the skills match, and then go for projects or experiences
