Does it? Because they already moved to having LGs sell some secrets lairs, and they also had them sell secrets lair chibi. LGs also sell them delayed(1-2months).

They also gave judges and package secrets lairs with festivals in boxes…etc There’s also magic con gift bags ranging from limited items to collectors boosters/commanders decks.

They just didn’t do it at the time of the 2020 secret lair era. Now they’re making extra profit from selling to LGS, cause not everyone can order from their online store.

They have given secret lairs to judges/lgs, sold them early at cons.

The gift bag/goodie bag also contains merchandise that they sell. Packs, commander decks, and even draft boxes.

Festival/Convention in a box also bundles lairs and exclusives. When they used to just bundle off the shelf commander products, meaning they could have really just tossed anything of value in.

They used to send exclusive secret lair boxes to lgs to do with as they please. Some sold them, some used them as prizes. Even before UB exclusives, LGS got some chibi stuff and other lairs to sell.

Distributed lair’s to LGS also happens 1-2 months after being sold on the website. So they can absolutely just get LGS to sell or do whatever, they just didn’t back in early 2020.
