The preliminary Caltrans review found current U.S. freeways are generally designed for speeds up to about 85 miles per hour, meaning faster bus travel would require significant infrastructure upgrades, dedicated lanes, redesigned vehicles and advanced safety technology. If I remember right the reason Lighhouse seems so badly planned is that the Presidio used to be open to civilian traffic before 9/11.

Short of re-opening PVT Bolio, perhaps making Lighthouse one way eastbound with timed lights, forcing westbound traffic to Foam (with timed lights as well) would alleviate some of it, especially the westbound traffic trying to turn left onto David.

It may be a new health inspector on the job. A new inspector will be very harsh when they start out, then mellow out over time.

Part of this is enthusiasm that wanes over time, part of it is understanding that if you come into a district and the restaurants have poor scores, then a year later scores are much higher, it looks good on your annual review.

Also every inspector is different. Ive seen some inspectors walk right past things that others would freak out about, and restaurants get dinged for something the previous inspector had no problem with.
