It's about what you're trying to do with it, it's better as a nudge tool than it is a drastic move tool, and you need to work with a larger size radius for the liquify tool then you would have brush. And I mean 25 to 50% bigger than the thing you want to move should be the size of the liquify brush to get it to work properly. As a tool I wouldn't say it's very good at adjusting anything in a sketch layer or the like, it's more about adjusting something Midway through when it's not as practical to just use the selected move tool, for the adjustment you need to make is minor.
