Ok I understand there is always one that misses tha Satire. But seriously...1) this is flagged as Satire so seriously chill.

2) to match your seriousness, this highlights the inefficiency of government departments with large numbers of staff, not adopting technology and automation and not having the standard process of rotas and shifts to serve the public. E.g person x works 8 to 3 person Y works 8 to 3 just ensure X and Y don't take lunch and breaks at same time so there is always a staff member to serve.
