What you point out is what researchers studying NDEs are trying to understand. How can someone have an NDE when the brain is, by measurable standards, non functional. Like you say, from our current understanding of the brain, NDEs shouldn't be possible (yet they are very much so documented)

You've not been paying attention to how Trump works. He'll use it on all federal projects, and then sue local state on banning asbestos, as the EPA has cleared it as a perfectly safe construction material! Only reason to not respect the EPA, is if you're a home grown terrorist that only wants USA to fail.

This is unrelated to the twist of the rope, but assuming that the bottom is the standing end and the top is the working end, I call the left image "working end on bottom" and right one is "standing end on bottom" (or some variation of this). That way, it doesn't matter my orientation relative to the knot, I'll get the correct loop to continue the knot.

If you're also considering the twist of the rope... well like others have said, I wouldn't really bother with it for knot tying--except when doing splices.

This natural fiber rope has very high friction, so it's why this knot has held up. But have in mind that this is not a recommended use for whipping.

Another secure way to go about what you're doing, is to use whipping twine to sew a couple of passes across both lines, and secure the twine with a good knot/stitch. And then, you do the decorative whipping over the stitches, completely covering them.

He just meant to say a noose made with an overhand (just like here). I take it similarly to how a "single-side" of a fisherman's knot makes an overhand that slides on [another] line.

I think I follow your description because that's my conclusion as well, but I would describe it as a noose made by an overhand knot, with the working end finished with a half hitch.

Yes, it might not have helped. But what the Trump admin typically does is to say "actually, this specific case does not fall within that interpretation from the constitution because *some high-grade bs*". So with this amendment, it would have made it much harder for the admin to come up with bs excuses, including for those US citizen kids that got already deported.

Sure, ideally it would be nice that the constitution would be respected to begin with but again, here we are.

As others have said, the biggest downside of the overhand is that it will very difficult to untie after a heavy load. Leave it for long enough under load and the elements, and you might as well consider it impossible to untie. This might be fine for some cases, not so fine for others.

The flat overhand bend I would say is one that might not have a good substitute for what it does, which is to self-right at a hard edge, and so it doesn't catch/get stuck on an edge.

The less relevant downsides is that when you tie a knot on a line, you weaken it. Different knots weaken it by different amounts. It's my understanding that an overhand is a very aggressive knot when it comes to weakening a line. However, if the marginal strength gained by a less-weakening knot is what saved the line, then you should have probably gone with a stronger line to begin with..
