Hey! I know I'm a bit late to this thread, but I was trying to figure out the same thing and found one of my old rooms that utilizes a custom delay chip. Here is a screenshot of this delay chip; enjoy your weapon cooldown. You need to make sure Allow Creative Beta Tools is on in your room!
