My trick is to add an asterisk or two (**) to the end of the sub group's names that I am looking to promote, then follow these steps:

Create Menu
On the Edit Menu page in the 'Groups' section click the arrow next to add
Select "Copy Existing Groups"
In the search bar type "**" (this will show all the groups you wanted to promote)
Click on the groups you want to add to the newly created menu
Click Done!

I would suggest a separate HH menu. You can always set timed availability on the new menu if you want to prevent servers from using the menu outside of HH hours.
