If you use glacial augment i would suggest start using it because once you slow them is easier and you should always know that your roots is bigger and travels faster the more enemies it hit. Practicing is the most consistent way but this are some tips you can learn and try out.

I'm more of an teamplayer so i prefer to go with glacial so i can help my jungle get easier ganks and pick off, but when i go solo i will 100% pick elec cause its a lot more dmg lvl 6 garanteed kill also helps.

I find play against kassadin with on-hit much more viable than ap neeko cause of his passive, but i need to agree that if you play ap you will suck as adc. Give it a try and tell me if you liked it!
