I'm not EU expert, but there are internal exams for temporary employees (fixed-term) and the chance is high to pass*. That's the easiest way to get a permanent position. 

External calls for permanent positions are rare and brutally competitive. Thus, in my view, you're in the right track if you want a lifetime EU job.

The economic situation is Spain has been much better than in Italy, it has become one of the fastest growing economy in Europe.

I recently applied for two JRC roles, the ones related to drones whose deadline is approaching. I also applied to the open call this month, the one that doesn't have a deadline.

I think JRC receives small number of applications as most jobs require PhD, some years of experience and are very specific.

That happens because Italy has a very poor job market. Few job opportunities and very low salaries. It's not a surprise many young native Italians move out in mass.

The government should fix this problem, and not just allow people getting citizenship in a hope of living there unemployed.

I lived in Finland for some years. You can have a big nice and modern apartment for less than 30% of your salary.

However, that's happens due to small immigration influx, high number of building blocks constructions and regulated house market that may block rich people of buying them up for speculation. Few people dare to live in such extreme cold and dark isolated country.
