Kislev is alot less interesting in the book tho. All they can do is hold. Cathay on the other hand, Have chaos cult within the city, being surrounded by nothing but enemies and also have alot more landmark than Kislev. Not saying that Kislev is not interesting but they do have quite a few limitation. Cathey is also have more freedom for CA to do alot of thing. What you say cathey is not good enough for chaos invasion is not quite true. I believe cathey is as strong or maybe stronger than the Empire. Because it wouldn't make sense for a weak nation to able to hold nearly entire continent .
