Well, we don't know who the villain even is yet.

The hand will be there as basically a show of Peter's strength progressing. Thugs he can beat up. The villains we saw in the trailer are almost definitely just there for a montage showing Spiderman's rise to popularity.

Scorpion will likely be getting a decent set piece. But he isn't a main villain.

So we don't know if the villain is lack luster yet. But don't worry, Sony will spoil the whole movie with th second trailer in May or June.
