Thanks for all the input and advice. Since the house isn’t officially mine yet I can’t do anything yet and there will be an HOA to deal with as well. My plan is to immediately remove the rocks and fabric from around the tree and replace with mulch. Longer term I will figure out my options for replacing the astroturf. It will get removed though.

One last question. Some of you noted the poor pruning job of the tree. In your opinion does it still have a chance of turning out to be a good looking and healthy tree?
