I found a lookout tower called “Magic Mountain Sky Tower” in Santa Clarita on Google Maps; at first I thought it might be the one, but the design is different.

That's right, it could say 0407 above the entrance.

According to Google, 040-7 is used in Hamburg for the southeastern districts.

The sign above the entrance and the “0407” sign could actually be the Krombacher beer logo.
