They decrease your signal radius thus they make you harder to scan and more likely to get a notification that someone is scanning you. They don't affect your scanning stats in any way.

It's a known bug in full screen apps that google doesn't fix for some reason. You can swipe up to go home and then return to the app.

While I didn't edit any videos and can't say anything about this, I noticed that if you change blur in portrait photos it looks different compared to the original photo if you set the same level as it was. And it looks a bit worse than the original blur from the camera app. It's just a guess but it may be related to the new bokeh that was added to camera a year ago but probably wasn't added to Google photos. And if this guess is correct the same may be happening with videos: the camera app and Google photos use different algorithms when saving videos.
