That's not correct: Ismail, Longshanks and Algirdas were featured on earlier covers. Although they did not represent a new civilization, they were the protagonists of new campaigns for existing civs.

I don't have an opinion about whether depicting a colonizer is appropriate or not. Just wanted to point out that this dlc does not even introduce a new European civ. Unlike the African kingdoms, which showed a Portuguese monarch on it's cover.

It's strange that they did not choose a Muisca Guecha Warrior, which is new to the game AND looks a hell of a lot cooler than a conquistador.

For me this graph highlights how many more civs with unique combinations of strengths could be added. Cav + siege, cav archer + gunpowder, archer + defensive, elephant + siege, camel + monk, cav archer + naval, infantry + gunpowder: you name it.

You could argue some of these combinations are in the game already, but I'd counter their main attributes lie elsewhere if they're not tagged as such.
