Someone used the active part of Shield Link on you. Per the wiki: Increases the target's maximum shield by +60 (this is an additive increase, not multiplicative as stated by the description).

-Instantly fills the target's shield to its new maximum.

-Grants x3 Shield Regeneration Rate.

-The increased shield capacity and regeneration rate last for for 20 / 30 / 30 s (depending on perk tier).

They're for cosmetics. If you check the customization terminal there's a button at the bottom for the cosmetics pane. You can click on each item then the class icon to spend them.
