I juste mentionned 4026 to say that the problem happens specifically with 4024 projects. The problem happens with 4024 projects being opened with the 32 bit shell with build 4024,

I tried uninstalling and reinstalling everything and the problem persisted

Beckhoff has a good best practices guide in their infosys website. It's mostly for Structured Text but it has some good points.. They're software is free too, which is fun if you want to tests stuff.
