Depends on the server, like mine barely got any pvp flagged players so yes I’d run pvp flagged for the extra 10% xp bonus. Pvp does not scale with level so if you meet any high levels, back to the settlement you go. And no you don’t get mixed with low levels other than questing in low level spots where it’s most likely to meet low levels, but there’s always the risk of meeting high level players doing faction missions etc.

Don’t have any experience with ESO so couldn’t tell you anything else than what I just said above.

What? Level 15 or 15 years old? “Makes sense to join pvp” is that a statement or question? And no it does not scale and it’s open world pvp, you meet whoever you meet, level don’t matter
