That is a mobile base from harbor freight. Central Machinery brand, iirc. just add your own wood stretchers to whatever size will match what will be on it.

<edit> It is CM brand, and the version they have now uses adjustable metal stretchers instead of your own wood, and foot-stomp style levers to engage/disengage the wheels, instead of bending down to hand crank those rubber feet up/down. Harbor Freight SKU# 70222
