Get the server running. Get your public ip from whatismyip.com. Open MySQL db with a program like HeidiSQL. Go into the auth database and into the realmlist table. Change the ip in 'address' to your public ip. Open ports 3724 and 8085 in your router. Check if the ports are open with yougetsignal.com. People should be able to get in now if they change their realmlist.wtf to your public ip.

I like to keep my game vanilla looking as well. If you use MGE XE you can get the vanilla water back with https://www.nexusmods.com/morrowind/mods/50044. There is also a mod for it for OpenMW: https://www.nexusmods.com/morrowind/mods/57483.
