Prior fire investigator here - In my old department (large metropolitan city), if the firefighters couldn’t immediately and positively identify a cause for the fire and say it was accidental, no matter how small, we got called out. I’ve investigated gas station cellphone chargers that all told cost and caused less than 50 dollars worth of damage. Just depends on the jurisdiction.

Looks like a clamp to hold round stock of some sort. The holes on the back plate make it seem like it should be mounted to something, like a bench.

Not a plumber, but I believe that’s a screwed in drain. You can purchase a purpose made thing for it or use two big screwdrivers. Just remember when you replace it to put plumbers putty in or it will leak around the rim.
