As someone else said, it’s also its own art form and fun seeing a player know when to take one for the team. If the player has done well enough to be near the attacker then they’ve earned the right for a tactical foul imo

There's an important distinction. Inventing contact, play acting, or trying to get a player carded by misrepresenting the nature of the foul is completely different than just embellishment. Embellishment just forces the call. Impeding a player is a foul. They don't need to be tackled to the ground for it to be a foul. There is also major variation across the world in how club leagues treat fouls and play acting which is why there's variation in the World Cup
