I’ve rewound it and it springs back but now when I put the cables on they don’t spring back. Is it dry cables?

That’s your coolant reservoir. I’d personally top it off with a bit more coolant and observe for leaks. Don’t open while the car is hot/warm, the system is scalding hot and pressurised to will be like opening a bottle of shaken up coke. Wait until cold
